Founder and President
Angelique Brunner established EB5 Capital in 2007. She provides strategic direction and oversight to EB5 Capital’s real estate, marketing, and legal teams.
As a seasoned Regional Center operator, Angel is an industry expert and a strong advocate for the EB-5 Program as a tool for economic development. She serves on the Board of Directors for Invest in the USA (IIUSA), the national EB-5 industry trade association, and was the Inaugural Chair of the IIUSA Policy Committee, which guides the industry’s communications with the USCIS and other governmental agencies. She also represents the EB-5 Investment Coalition (EB-5IC) as its Industry Membership Chair & Spokesperson. In 2011, at the request of Senator Leahy’s (D-VT) office, Angel submitted official congressional testimony in support of the EB-5 Program. She works closely with Marriott International and Hilton Worldwide in their efforts to make the EB-5 Program more effective.
Angel speaks at numerous conferences for industry organizations, including the National Association of Home Builders (NAHB), IIUSA, the International Economic Development Council (IEDC), and the Council of Development Finance Agencies (CDFA), among others. Angel participated in the 2015 SelectUSA Investment Summit, where she led a seminar addressing best practices in regional center operations. She is a member of the Urban Land Institute (ULI), the Real Estate Executive Council (REEC), and the U.S. Chamber of Commerce.
Before founding EB5 Capital, Angel spent over a decade working in finance and investments for both public and private organizations focused on real estate and venture capital. In these roles, she arranged over $3 billion dollars’ worth of transactions. Her past employers include Fannie Mae, Neighborhood Development Company, National Capital Revitalization Corporation, CORE Capital Partners, and Public Financial Management.
Angel received her Bachelor’s Degree in Public Policy from Brown University. Director, Global Operations
Brian Ostar has been with EB5 Capital since January 2011, and works at the Washington, D.C. office. As Director of Global Operations, Brian oversees EB5 Capital’s investor development and relations, agent communications, immigration matters and manages the operations of the Washington, D.C. office. Brian is also in charge of overseas marketing efforts and frequently travels overseas for project promotion. He has previously served as the Membership Chairman of IIUSA and continues to be active within industry organizations and events, both domestically and abroad. Before moving to Washington, D.C. to begin his career at EB5 Capital, Brian spent over two years working at a consulting firm in China, where he became proficient in Mandarin. Brian is a frequent speaker on real estate and the EB-5 Program at Georgetown University and Johns Hopkins University. He is a graduate of Cornell University, has a Master’s Degree in Education from Brooklyn College as well as a Master’s Degree in Real Estate Finance from Georgetown University.
Manager, Investor Relations
Juline Kaleyias began her career at EB5 Capital in September 2012, and works in the Washington, D.C office. As Manager of Investor Relations, Juline’s primary role is to lead investors through the immigration and investment process, and to maintain constant communication with all the firm’s clients as well as their attorneys and foreign agents. Prior to joining the EB5 Capital team, Juline spent three years teaching and studying in China, and became fluent in Mandarin. Juline has spent considerable time overseas, both living and working in Greece, Portugal, and India. She graduated from St. Mary’s College of Maryland, and holds a Master’s Degree in International Trade and Investment Policy from George Washington University.
Daniel Shiff joined the team at EB5 Capital in 2012, and works out of the Washington, D.C. office. As a current principal of the real estate brokerage firm, Phillips Realty Capital, Dan led his company’s joint venture with EB5 Capital and serves as Managing Director of the venture. As Managing Director, Dan is responsible for the sourcing and closing of all of EB5 Capital’s real estate investments, as well as their structuring and oversight. Before joining EB5 Capital, Dan worked in the real estate business for over 25 years, and has originated in excess of $3 billion in real estate transactions of all commercial property types. Dan currently serves on the Board of Advisors for the Sarah P. Duke Gardens at Duke University. He holds a Bachelor’s Degree from Duke University, as well as a Master’s Degree from Duke University’s Fuqua School of Business.
Jonathan Mullen joined the EB5 Capital team in 2012, and is based out of the Washington, D.C. office. As Director of Investments, Jon has been directly involved in the structuring and closing of all of EB5 Capital’s investments. Jon works with EB5 Capital’s developer partners, and closely monitors the progress of each project. Before he started at EB5 Capital, Jon worked at Phillips Realty Capital for over a decade and participated in the origination and underwriting of more than $2 billion in debt and equity financing of commercial real estate. Jon currently holds a real estate license for the state of Maryland. He received his Bachelor’s Degree in Business Administration from the University of Richmond, and has a Master’s Degree in Real Estate from Johns Hopkins University’s Carey Business School.
Associate Director, Investments
Patrick Rainey has worked for EB5 Capital in the Washington, D.C. office since April 2014. As Associate Director of Investments, Patrick is responsible for managing the due diligence review process for all of EB5 Capital’s deals before their final internal approval and release to the EB-5 market. Patrick also oversees the preparation of all consultant reports and offering documents prior to the start of fundraising. Before joining EB5 Capital, Patrick worked for nearly eight years as a Senior Associate of Acquisitions & Development for DRI Development Services, a real estate development company in Washington, D.C. Patrick is an active member of the D.C. chapter of the Urban Land Institute’s Young Leaders organization. He received his Bachelor’s Degree in Public Policy from the College of William and Mary.
Senior Vice President & General Counsel
Lulu Gordon joined EB5 Capital in January 2015, and is based in San Francisco. She brings over 25 years of experience in law and finance. As Senior Vice President & General Counsel, Lulu is responsible for EB5 Capital’s operations, marketing, communications, public relations and government partnerships. Additionally, Lulu serves as General Counsel overseeing all corporate legal affairs and outside legal counsel. She is admitted to practice law in both California and New York. Prior to joining the team at EB5 Capital, Lulu practiced with several prestigious law firms, including McCutchen, Doyle and Wilson Sonsini and held senior positions in private equity and wealth management. Most recently she served as a Managing Director at Ascent Private Capital Management of U.S. Bank. Lulu sits on the Board of Directors for EHSS, a non-profit focused on job skills and training for high school students. Lulu is a graduate of Dartmouth College, and earned her law degree from Georgetown University. She holds a Series 7 and a Series 66 securities license.
Manager, Legal Services
Mariana Gomez has worked at EB5 Capital since September 2013, and works in the Washington, D.C. office. As Manager of Legal Services, Mariana is responsible for preparing I-526 and I-829 templates, as well as reviewing offering documents, foreign broker agreements, and other legal contracts. Fluent in both Spanish and English, Mariana assists the sales team with Latin American clients. Before moving to the United States, Mariana’s professional experience was in the field of labor law, including a law clerk position at Squire, Saunders & Dempsey in Venezuela. Mariana received her J.D. from Universidad Catolica Andres Bello in her hometown of Caracas, Venezuela, and holds a Master’s of European Union Law from Universidad Carlos III de Madrid, as well as a Master’s in International Law from American University.
Finance & Accounting
Chief Financial Officer
Joseph Tilley joined the team at EB5 Capital in 2012, and works out of the Washington, D.C. office. In his role as Chief Financial Officer, Joe oversees EB5 Capital’s accounting, finance, IT and human resources functions. In addition to his current role at EB5 Capital, Joe works at Phillips Realty Capital, where he has served as the Chief Operating and Financial Officer for twenty-six years, overseeing PRC’s $2.5 billion commercial real estate loan portfolio. Joe is a frequent speaker for the Mortgage Bankers Association, as well as a published author in the Journal of Taxation, the Washington Business Journal, the Corridor Real Estate News, and various other professional publications. Joe received his Bachelor’s Degree from the University of Delaware and then successfully completed the CPA examination.
Director, Finance and Accounting
Caroline Ahern joined EB5 Capital in September 2014 as the new Director of Finance and Accounting. In this role she manages all corporate accounting operations including financial reporting, accounts payable and receivable, payroll, cash management, and income taxes. Caroline studied accounting and finance at the University of Richmond’s Robins School of Business in Richmond, VA, where she graduated summa cum laude. Upon graduation, Caroline passed the CPA exam in Virginia while starting her career as an auditor at Baker Tilly Virchow Krause, LLP (formerly Beers + Cutler), the 12th largest accounting and consulting firm in the U.S. Caroline is a practiced accountant with diverse experience working in both public and corporate accounting roles. Prior to her current role at EB5 Capital, she was the Assistant Controller for the Washington Redskins.
